The Law, The Rule, and the FAQs

COPPA can be best understood through three items. The Law, The Rule, and the FAQs.

The law goes back to 1998 has not been changed though there are efforts to change it now. The meat of COPPA is the Rule. The law dictates that the FTC promulgate regulations through the Rule which adapts as privacy concerns change.

The Rule has been updated once and went into effect July 1, 2013.

The FAQs from the FTC give guidance for several scenarios and should be studied by anyone that is interested in COPPA.
